Neither path is universally better. A team or league can give you deep knowledge of one property, its fans, inventory, internal departments and commercial priorities. An agency can expose you to multiple clients, properties, campaigns and ways of working in a shorter period. Think about the kind of repetition you want early in your career: depth in one organization or breadth across accounts. The manager, responsibilities and quality of the work matter more than the logo. A strong role on either side can lead to the other later, especially if you learn how objectives, rights, activation and measurement fit together.
