If an employer asks for a cover letter, treat that as a signal that they may read it. The strongest version is usually concise and specific: why this role, why this organization and what evidence from your experience makes the fit credible. Do not rewrite your resume in paragraph form. Use the letter to explain context the resume cannot, such as a career transition, a particularly relevant project or why the function interests you. If the posting does not request one, a strong application can often stand without it unless the letter gives you something important to add.
